Spain consists of 17 autonomous communities and two autonomous cities, with the same institutions of government, but different competencies. By 1983, all 17 autonomous communities were constituted: Andalusia, Aragon, Asturias, the Balearic Islands, the Basque Country, the Canary Islands, Cantabria, Castile and León, Castile-La Mancha, Catalonia, the Community of Madrid, Extremadura, Galicia, La Rioja, Navarra, the Region of Murcia and the Valencian Community.
